4.0 ACTION DISCUSSION

4.1 Accept the 2020 -2021 Director review – Beau Garner conducted the annual review of the Director, compiled the data from the Board, as well as the staff. He then provided a narrative on all the information gathered, accompanied by a spreadsheet of data. Rita Fischer moves to accept the 2020-21 Director’s review. Julie Curry seconds. Director Review unanimously passed.

4.2 Continued discussion of the 2021 – 2022 budget – Board discussed and will continue to review at the March board meeting.

4.3 Discussion regarding 2021 board candidates – Board reviewed the four applications received and discussed the candidates.

5.0 INFORMATION AND STUDY

5.1 Board Chair Report

  • Researched and responded to application question asked by the Board at last month’s meeting.

  • Discussed adding a training/workshop, as we onboard our new member.

3.0 ACTION DISCUSSION

3.1 Additional days for Assistant Director – Through COVID-19, additional days are needed to extend the Assistant Director’s contract. Rita Fischer motioned for the addendum of additional days to be added to the Assistant Director’s contract to be approved. Beau seconded the motion. The motion was unanimously passed.

3.2 Preliminary discussion of the 2021 – 2022 budget – Board discussed preliminary 2021-2022 budget.

3.3 Approval of the 2021 – 2022 school calendar – Stacey Kelso moves to accept the 2021-2022 school calendar. Julie Curry seconds the motion. The motion unanimously passed.

3.4 Review FY End 2020 audit – Reviewed and discussed findings of 2020 audit. Beau Garner motioned to accept the 2020 Fiscal Year End 2020 audit. Rita Fischer seconds the motion. Motion was unanimously passed.

3.1 Additional days for Assistant Director – the board discussed adding more days to the assistant director’s year, due to COVID-19 and the requirements of the director position. The board will consult with our financial advisor and continue this conversation next month.

3.0 ACTION DISCUSSION

3.1 Protocol for board vacancies– Board discussed and agreed upon the new process. If there is an upcoming Board vacancy, applications will be accepted and reviewed during the months of January and February. Top applicants will be invited to come to the March, April, and May meetings to observe. The decision for the new board member(s) will be made – and will be onboarded as the last order of business – at the June meeting. 

3.2 Continued discussion on public comment procedures – Board discussed and agreed upon the following: 

– Public comment will be moved to action item 2.0 on the agenda, or 3.0 if there is an Executive Session.

– Public Comment language will be updated to “Opportunity for Citizens to address the Board under the Public Comment section. Audience time is not intended as a forum for public debate. Questions raised may require further investigation. Normally, the Board will wait until the next meeting before responding to concerns raised”.

– A sign will be placed on the front door of Lundy Elementary with a phone number to call or text if they are there to attend the MVA Board meeting. A member of the Board will welcome public members at the front door and escort them down the hall to the meeting. Given the time of the meeting, and for building security purposes, the meetings take place in a locked building, but the public is still welcome to attend.  

– A public comment form will need to be completed, and turned into the Secretary, prior to the Call to Order at 7pm. Three minutes will be given to each member of the public who wishes to address the Board. Proper complaint protocol will be followed compliant to MVA Complaint Procedure and Policy as found in the handbook.

2.1 Approve updated budget with amended ADM numbers for 2020 – 2021.

2.2 Approve update to 2020-2021 calendar .

Rita Fischer motions to approve the updated school calendar with additional days added. Julie Curry seconds the motion. The motion was unanimously passed.

2.3 ORS 581-022-2312 All Students Belong Rule update.

Updated rule was discussed and noted. Changes will be made to MVA’s handbook.

2.4 Public Comment Discussion. Public comment procedures were reviewed; appropriate changes will be updated including to not exceed 21 minutes vs 20 minutes for public comment. Moving forward, public comment will be listed as 1.6 on the agenda.

3.0 INFORMATION AND STUDY

3.1 Administrator’s Report

Audit update – Julie Valencia met with auditors via Zoom last week and provided an update on how it went.

K-3rd grade in person classes – Updates were given on how our in-person classes were running, cleaning protocol, and various other items.

4-8th grade distance learning with limited in person – Our goal is to have these students on campus as soon as possible. While we are in distance learning with this group, we will continue to host live classes and work will be completed via paper/pencil.

Emergency Childcare License – Due to the fires, and displaced students, we applied for an emergency childcare license in the event that students did not have a place to go to access internet.

ODE/OSHA update – Updates were given on the most recent ODE guidance and rules.

PreKindergarten – We have set the date for the restart of our PreK class – October 12th. MVA kindergarten assessments were completed this week and data was shown to the board. MVA PreK students scored incredibly high on the Kindergarten assessment.

Staffing update: Updates were given on how our staff is navigating the changes of this school year, the impact to the directors, and how our staff faired during the wildfires.

2.1 Discuss leave time for 2020 – 2021 – Adding additional funds to the substitute pay line item was discussed, as was FFCRA leave time. FFCRA & COSA leave time information was further researched and will be attached to the document.

Rita Fischer motions to move $5,000 from the general fund to the sub pay line item. Julie Curry seconds the motion. Motion unanimously passed.

2.2 Oregon Department of Education guidance updates – the board discussed the updated guidance and the need to update facial covering wording from “recommended” to  “required” with all the previously noted exceptions & exemptions already communicated to our families still in place.

  7. 1st day of (in – person) school is still Tuesday, September 1st. Distance Learning for the older kids will begin on Monday, September 14th. Those first two weeks will allow us to meet in person, older students will meet their teachers, learn the new routines, SEL check-ins, set families up with technology, plan individual, student schedules, and set students up for success in this new model.
  8. Operational Blueprint 3.0 – updates will again be made after the August guidance update. Our blueprint goes to the Lowell School Board on 8/12 and will then be submitted to the LCPH & ODE.
  9. Fall 2020 – walked through what we envision the start of school looking like. 
  10. PreK guidance was supposed to come out on 8/11, it did not. Once we have the guidance in hand, we will create a plan for this group.
  11. School pictures are scheduled for the 1st week of school via MemBrant Photography. No retakes.
